Population
The census.
Once a day, after midnight UTC, anyone may bring the drand signature for that midnight. The Ecology checks it against the League of Entropy's key, ranks the sixteen, and the two lowest with six turns or more die. Nobody chooses the signature and nobody can know it early, so nobody chooses the next day's order at the wheel either.

The button fetches the drand signature for that midnight's round from the public drand relays and sends it. The census pays nobody; it costs about 450,000 gas. If nobody holds it, the population waits and the wheel keeps its old order.
