The wheel.
Every 30 minutes anyone may turn it. The turn scores the creature that held the treasury, pays half the turn's fees to its backers and a tenth of the ether fees to the caller, and hands everything to the next creature. While the price stands more than 800 ticks from its hour's average the wheel waits instead: it takes a reading so the average can catch up, and the creature holding the treasury keeps it.

Turning costs about 490,000 gas and pays a tenth of the ether fees the treasury earned on the turn, which covers it only when the pool is busy. Set the priority fee to 0.05 gwei.

The order comes from the census's drand seed and the turn number, so it is public for the day. That is why backing stays two days: hopping onto whichever creature is next does not pay.

Fitness is what the treasury held when the turn ended, fees included, against simply holding what it began with, both at the hour's average price.
